Fundraising and promotional activity on the PT network

There are a range of requirements and restrictions that apply when it comes to accessing the public transport network for community or professional activities.

Fundraising activities

Any individual or organisation seeking to carry out fundraising activities at Metro stations must apply to Metro for permission to do so.

Advertising, promotional and campaigning activities

The Transport (Conduct) Regulations 2005 (the regulations) set out rules regarding the distribution of material on the public transport network.

It’s important that anyone wishing to hand out information of any nature around the public transport network is aware of conduct prohibited by the regulations.

Section 19 of the regulations prohibits the distribution of handbills in or on a public transport rail vehicle, road vehicle or rail premises, unless written authorisation is obtained from the relevant public transport operator or VicTrack.   

This includes the distribution of flyers, handbills or other information:

  • on trains, trams or buses that are leased, owned or operated by public transport operators or VicTrack; or
  • on any land, building or structure that is leased, owned or occupied by public transport operators or VicTrack.


A "handbill" could include leaflets, brochures, notices, pamphlets, or any other printed material distributed by hand, containing political, commercial or community related information.

Please note that where information is being distributed in the vicinity of a station, stop, or vehicle, public access to the station, stop or vehicle must not be impeded.
