Passenger load surveys
Public Transport Victoria monitors the average number of passengers on services through surveys.
Load Standards surveys measure passenger loads against benchmark standards. TheĀ findings help to pinpoint when and where passenger loads on Melbourne's train lines and tram routes are at their highest. This information is used to determine when and where extra capacity may be needed to reduce crowding.
Load Standards surveys are conducted in May and October each year.
These surveys determine whether passenger load standards, specified in the Franchise Agreement between Public Transport Victoria and the operators, are being met.
